Very cute little velvet mini in black by DBY with off the shoulder sleeves and large bow. Full liner which ends in 10 inches of netting for fullness and "swish". Made in USA. WPL is 17638, which translates to DBY, Inc. 85% acetate/15% nylon and is not stretchy. Dry clean only. Size tag is 7, but it is closer to a 6.
